BOW PARKS AND RECREATION STATUS

Questions have been raised concerning the Parks and Recreation Department operations and the use of the Community Building. It is hoped that this information will answer those questions and concerns.

The Board of Selectmen has no plan to eliminate the Parks and Recreation program in Bow. We have an active and robust program, and this will continue to be a priority of the Town. Elimination of the Pat’s Peak program was not done at the direction of the Selectmen or the Town Manager and the Town is exploring resuming the program as part of the Recreation programming in future years. The Selectmen appreciate the efforts of those parents who stepped forward to keep the program going this year.
Recreation Activities and Programs
All scheduled Fall programs are underway and Laura and Malinda are currently working on the programs for January and February.
Once again, Town departments, the Board of Selectmen, Town Managers Office and community organizations such as the Men’s Club, Interact Club, Girl Scouts, Boy Scouts are working together to put on the Holiday Tree Lighting event. This is a community activity and we count on these organizations and other volunteers to make it work. Lights on the tree and in Rotary Park will be put up soon and will be turned on at the event.
COMMUNITY BUILDING STATUS As of November 22, 2019
Fire Code Compliance: In 2018, Fire Chief Mitch Harrington developed a fire code compliance plan to allow continued, but limited, use of the Community Building. The plan includes reasonable temporary measures while the entire building is brought into compliance over time. The Board of Selectmen authorized the Town Manager to expend funds to perform work that would allow the assembly area on the recreation side of the building to continue to be used, along with storage in the back bays. The work included:
• Installation of a fire alarm system
• Electrical repair and emergency light installation
• Installation of two fire rated doors
• Adding fire separation between the assembly area and the rear storage area
• Installation of a new flame-retardant stage curtain
• Removal of the wood storage areas behind the stage
• Removal of all items stored in the mezzanine area over the offices
• Applying fire proof paint on the remainder of exposed wood on the recreation side of the building.
Kitchen Use: The Town’s Building and Facilities Manager, Chris Andrews, is currently performing work in the kitchen to allow it to be used for Type II Commercial Cooking Activities and to address violations found during a 2019 health inspection. Once completed, this work will allow for the use of the stove and oven for baking, warming, roasting, boiling water, and warming previously cooked foods, stews and casseroles. What will not be allowed is cooking activities that produce grease-laden vapors such as stove top browning and cooking of meats, pan frying with oils, lard, butter, deep frying and oven broiling.
ADA Compliance: The men’s room was converted to an accessible family bathroom, allowing voting to be moved back to the Community Building; gym light switches were relocated and other improvements were completed.
Future of the Building: The Board is working with New Hampshire Listens, a civic engagement initiative of the Carsey School of Public Policy at the University of New Hampshire, to conduct a forum designed to engage Bow residents and to consider the possibilities, values and impacts for investing in community space. This will be a community-wide effort and will help us all with determining what the community wants and it will also serve as a guide for current and future plans for the building
