A Word from your SelectmenThe Selectmen are pleased to report that the reconstruction of the Birchdale Bridge was completed, and the road reopened for traffic. The radar traffic signs are back ordered and expected to be installed later in the summer. This project was planned for years before the bridge was closed. Thanks to the planning that went into the project, the cost of the construction was collected over a number of years so there was no tax increase needed to pay for it. A competitive bidding process was used to select the construction firm, and the project was completed well under budget. In 2024 Bow is scheduled to be reimbursed at least 70% of the cost as part of the State’s bridge aid program. The Selectmen appreciate that the project was successful thanks to Town Manager Stack’s oversight, and the vision of former Selectmen Eric Anderson and Jack Crisp in establishing a Capital Reserve Account to set aside the funds over time to defray the cost, and former Selectman Ben Kiniry who also worked on the project during his three years on the Board. In other news, progress continues on completing the life safety improvements to the Community Building. The Selectmen, the School Board and Town Department Heads are working towards a goal of having elections conducted there starting in the fall of 2019, instead of in the Memorial School.

2018 Summer Concert Series

"Dabbing" What you need to know as a parent “Dabbing” is a growing drug trend. People (teens included) who use marijuana are looking for a new way to get high are increasingly turning to "dabbing."
Dabbing is inhaling the vapors from a concentrated form of marijuana made by an extraction method that uses butane gas. Dabs, also known as butane hash oil (BHO) sometimes called "budder," "honeycomb" or "earwax".
It is more potent than conventional forms of marijuana because it has much higher concentrations of the psychoactive chemical THC, that is found in regular cannabis. When users attempt to create dabs at home, in a process known as "blasting," the safety risks are comparable to those of manufacturing methamphetamine, people often use modified water pipes (bongs) to smoke the dab, but dabs can also be put into an e-cigarette and be vaped. Small fires, explosions and burns can result when "blasters" use butane in their garages or kitchens.
A survey of about 350 frequent marijuana users and researchers found that the users viewed dabbing as more dangerous than other forms of cannabis use, because they reported it led to a higher tolerance for the drug, and worse withdrawal symptoms, suggesting a possibility of addiction or dependence.
Bow Police is hearing that our juveniles are partaking in “Dabbing”. Please talk to your kids to keep them safe.
Beware of IRS Scams!The IRS continues to warn consumers on impersonation scams,,the IRS would like to remind people to remain alert to other scams and schemes this summer.
With tax season completed, the Internal Revenue Service warned taxpayers to remain vigilant for phishing emails and telephone scams. Summertime tends to be a favorite period for scammers because many taxpayers have recently filed a return and may be waiting for a response from the IRS.
The IRS doesn't call and leave pre recorded urgent messages asking for a call back. In this tactic, the victim is told if they do not call back, a warrant will be issued for their arrest. Other variations may include threat of other law enforcement agency intervention, deportation or revocation of licenses. Criminals are able to fake or spoof” caller ID numbers to appear to be anywhere in the country, including from an IRS office. This prevents taxpayers from being able to verify the true call number. Fraudsters also have spoofed local sheriff’s offices, state Department of Motor Vehicles, federal agencies and others to convince taxpayers the call is legitimate.
Know the rules of Mobile Electronic Devices while driving and not driving
RSA 265:79-c Use of Mobile Electronic Devices While Driving; Prohibition. No person, while driving a moving motor vehicle upon a way, or temporarily halted in traffic for a traffic control device, or other momentary delay, shall use any hand-held mobile electronic device capable of providing voice or data communication, including but not limited to: reading, composing, viewing, or posting any electronic message; or initiating, receiving, or conducting a conversation; or initiating a command or request to access the Internet; or inputting information into a global positioning system or navigation device; or manually typing data into any other portable electronic device. An operator of a motor vehicle who holds a cellular telephone or other electronic device capable of voice communication in the immediate proximity of his or her ear while such vehicle is in motion is presumed to be engaging in a call within the meaning of this section.
Any person who violates this section shall be guilty of a violation and shall be fined $100 plus penalty assessment for a first offense, $250 plus penalty assessment for a second offense, and $500 plus penalty assessment for any subsequent offense within a 24-month period.
No person less than 18 years of age shall use a cellular or mobile telephone or other mobile electronic device, whether hands-free or not, while driving a motor vehicle in motion or temporarily stopped in traffic upon any way, except to report an emergency to the enhanced 911 system or any public safety agency.
Possession of Tobacco Products, E-Cigarettes or Liquid Nicotine by Minors
RSA 126-K:6 No person under 18 years of age shall purchase, attempt to purchase, possess, or use any tobacco product, e-cigarette, or liquid nicotine.
The prohibition on possession of tobacco products, e-cigarettes, or liquid nicotine shall not be deemed to prohibit minors employed by any manufacturer, wholesaler, sub-jobber, vending machine operator, sampler, or retailer from performing the necessary handling of tobacco products, e-cigarettes, or liquid nicotine during the duration of their employment.
A minor shall not misrepresent his or her age for the purpose of purchasing tobacco products. Notwithstanding RSA 169-B and RSA 169-D, a person 12 years of age and older who violates this section shall not be considered a delinquent or a child in need of services.
Public Service Announcement
**Our Department is taking a “No Tolerance” stance to anyone under the age of 18 in possession of e-cigarettes: Any minor who violates this section shall be guilty of a violation and shall be punished by a fine not to exceed $100 for each offense or shall be required to complete up to 20 hours of community service for each offense, or both. Where available, punishment may also include participation in an education program.
What is Operation Call In?
This community policing service is to check the safety and welfare of elderly or individuals within our community who live alone or have special needs, who do not have regular daily contact with relatives, friends or neighbors.
When a person decides to enroll in this program, they will sign a contract agreeing to phone the Bow Police Department, Monday through Friday, between the hours of 9 AM and 11 AM. The people will identify themselves and state that they are checking in as part of the Operation Call In (OCI).
If the police department has not heard from a person enrolled in this program by 11 AM, contact by telephone will be attempted. If there is no answer, a Police Officer will be dispatched to the residence to check the safety and welfare of the person. An Application form and an Agreement form will need to be filled out if you are interested in participating in the Operation Call-In program.
In the past, we have had instances where a check of a person enrolled in the program, that failed to call in, was found to have had a medical emergency or had fallen and we got them the assistance that they needed. Community DevelopmentPlanning Board approved two site plan modifications for Matt Brown Truck Repair and Seawal Realty, LLC and one open space subdivision for 6 lots on Albin Road. Zoning Board approved a variance for 19 Bow Center Road to remain as residential use. There will be a new residence built there. A kick-off meeting was held last month to start a feasibility to extend Bow’s Municipal Water System north; the study has been funded by NHDES. Public Works Department
2018 Road ProjectsOur major paving projects were South Bow Road (2.7 miles) and Allen Road (2.2 miles). Prior to paving, the DPW crew replaced culverts and installed under drainage on both roads. After this work was done, shim and overlay paving was applied to both roads. The total cost of the projects was $451,131 and it was funded from three sources: Town Budget; capital reserve funds; and a one- time State of NH Highway Aid grant of $189,500.
DPW Equipment ReplacementVoters at the 2018 Town Meeting authorized withdrawals from the DPW Equipment Capital Reserve Fund to fund the replacement of three pieces of equipment. After a review of bids received, the Board of Selectmen recently approved the following purchases: - International HV507 6 wheel cab & chassis - Liberty International with additional equipment from HP Fairfield
- Dodge Ram 3500 one ton truck cab & chassis - Hillsboro Chrysler Dodge Jeep RAM with additional equipment from HP Fairfield.
- John Deere 6105E tractor - James R Rosencrantz & Sons with additional equipment from Beauregard Equipment, Inc.
Winter Plowing Preparation
Mechanics in the Fleet Maintenance Division have begun working on the Department’s sand/salt spreaders to make them all uniform and address any maintenance issues that may occur during the upcoming season. They have also done quite a bit of housekeeping and organization of our winter equipment.

Office of the Town Clerk
Important Software Upgrade may temporarily affect Motor Vehicle RegistrationsOn August 13 and August 14, the Town Clerk's Office will be upgrading the software that is used for motor vehicle registrations, and other processes as well. Please be advised that Town Clerk's Office may or may not be able to process registrations on those days. We apologize for any inconvenience that this may cause.

Absentee Ballots- Absentee ballot request forms for these elections will be posted online on the Town of Bow website.
- Please make sure you fill out a separate request form for each election. For the primary election, if you are registered as undeclared, you have to pick a political party so we can mail you the correct ballot.
Voter Registration
The last day to change party affiliation was June 6, 2018. Last date for voter registration is Wednesday, September 5th till 4:00 PM at the Town Clerk’s office or later at 6:00 PM when the supervisors meet at the Municipal building on Wednesday September 5th . But you can always register to vote on election day at the polls.
If you have moved within the Town, or have moved into town, please make sure you get your address changed by coming into the Town Clerk's office with proof of residency. You can do that at the Town Clerk's Office up until Wednesday, September 5, 2018 or at the polling place.

Bow Heritage Commission
Save the Date - Fall Heritage Day - September 29
This year's Heritage Day will be held on Saturday, September 29, 2018, 11:00 AM. to 2:30 PM., at the Bow Bog Meeting House, 111 Bow Bog Rd.There will be entertainment, displays, demonstrations and more, including a free Homemade Pie Social; Memorial Bell Ringing Service; and a presentation on the history of the 1832 Bow Baptist Church. The Men's Club will be offering lunch for a small fee. Watch for more information to come. The Bow Public Safety Supporters are once again having a brick fundraiser for continued landscaping at the Bow Safety Center. You can have your name or business engraved on a brick that will be permanently displayed at the front of the building. What a great way to leave a lasting impression.
Bricks are available in two sizes, 4” X 8” for $ 75.00 and 8” X 8” for $ 125.00. The bricks, engraved with your message, will be installed in Spring of 2019 (weather permitting). Baker Free Library
Book Donations No Longer Accepted Outside of Monthly Donation Day
Due to a prolonged and serious misuse of the book bin outside of the library, starting immediately we will no longer accept book donations outside of the Friend's Monthly Donation Day. This was not an easy decision to make, and unfortunately we just can't be the book recycling bin for the community, if people do not adhere to the parameters set by the Friends.
The donation bin purpose was to collect gently used, clean, saleable books for the Friends book sale. Instead, the majority of donations over the past two months have been old, moldy, and in a condition that no one would pay money for. If you have books that are appropriate for the Friends book sale, please visit their donation day on Saturday September 29, 2018 from 10 AM to 2 PM here at the library. Otherwise, your book donations should go to any of the following entities: Bow Mills United Methodist Church (bin in parking lot); Salvation Army; Goodwill. Please do not leave boxes of books outside of our entrance. We simply cannot handle the recycling volume and the staff time to deal with disposing of materials that we cannot use in any way. For now, the Friends book sale will continue to be open every day that the library is open. Thank you in advance for respecting our decision and perspective.
FREE community yoga classes start again on September 8, 2018
Our FREE monthly community yoga classes will begin again on Saturday September 8, 2018 from 9 AM to 10 AM in the Library's Lower Level.  100 Acres More or Less
|
Looking for the perfect gift?
The Heritage Commission has various items available for purchase at the Town Manager's Office, in the Bow Municipal Building, 10 Grandview Road. This month's featured item is the 100 Acres More or Less book, written by David Bundy. This book is about the history of the land and people of Bow, and sells for $20.00.
Also available are note cards featuring photos taken by Eric Anderson of various buildings and scenery in the town, and suncatchers of the Bow Bog Meeting House.
